Brief History of the Quezon City Council
When Quezon City was first created in 1939, it has been the Councilors who have been helping the city take shape to its current and future form. The Councilors, after all, have the power of lawmakers - but their primeval duty has evolved through the years to accommodate more multi-tasking roles.
These individuals are considered as the representatives of the people’s voice. Further, they are also tasked to formulate laws that will alleviate the perennial poverty problem and improve living conditions.
The Quezon City Council or the “Sangguniang Panlungsod” is the legislative body of the Quezon City Government. It was originally created on October 12, 1939 pursuant to the provisions of Section 11 of Commonwealth Act No. 502, otherwise known as “An Act to Create Quezon City.”
On record, everything started with three distinguished men: The first batch of City Council members appointed by President Quezon were: Dr. Eusebio Aguilar, then Director of Health, who was concurrently Councilor and City Health Officer; Jose Paez from the Engineering Division of the Capital City Planning Commission and People’s Homesite Corporation (PHC) General Manager Alejandro Roces, Sr.
For the following years, the number of the members of the City Council increased gradually, as per need of the likewise growing city. From the original three members in 1939, there were four in 1947 - 1949, five in 1949 - 1950, 11 in 1950 - 1953, 12 in 1954 - 1959 and eight in 1959 - 1963.
There would continue to be eight Councilors for the Seventh, Eighth and Ninth Councils, before the Charter was revised once again to accommodate 16 members for the four districts (four for each).
The number of City Council increased gradually as per the need of the growing city. From the 11th City Council (1988-1992) until present, the City Council is composed of the Vice Mayor/Presiding Officer, twenty-four (24) Councilors and ex-officio members.
On March 22, 2011, the House of Representatives passed the reapportionment of the Second (2nd) Legislative District of Quezon City to create two (2) additional legislative districts. The same was also approved by the Senate on May 15, 2012. President Benigno Aquino III officially signed it into on July 2, 2012 thereby dividing District II into three (3) districts.
Currently, there are thirty-eight (38) members of 19th City Council (2013-2016) who continuously embarking on new innovations that will further pursue and uphold the principles of good governance.
