LEGISLATIVE PERFORMANCE:
As the presiding officer of the 21st and the 22nd City Council, the undersigned championed notable legislations that not only readily addressed the needs of the pandemic but also institutionalized long term projects for the city, some of which are:
a. Ordinance No. SP-3176, S-2023 or the Quezon City Super Health Center Ordinance of 2023 establishes at least one super health center in every district of Quezon City to make healthcare accessible to everyone;
b. Ordinance No. SP-3214, S-2023 or the Anti-Child Labor Ordinance of Quezon City ensures that the rights of a child will be protected against child labor and that the restrictions of child work is respected;
c. Ordinance No. SP-3197, S-2023 or the QC-BRO Ordinance ensured that the right of a child to identity will be protected by mandating all hospitals, lying-in clinics, maternity clinics to use the Quezon City Birth Registration Online;
d. Ordinance No. SP-3184, S-2023 or the Q City Bus Ordinance of Quezon City made transportation more accessible and affordable for our daily commuters by institutionalizing the operation of city buses
e. Ordinance No. SP-3153, S-2022 or the Quezon City Emergency Employment Program or the QC-EEP that provides for emergency employment for displaced workers during an economic crisis;
f. Ordinance No. SP-3182, S-2023 or the Learning Recovery Trust Fund Ordinance that creates a trust fund with a dedicated management team that is intended to fund priority learning recovery programs of Quezon City
g. Ordinance No. SP-3174, S-2023 establishes the Betty Go-Belmonte Research Grants Program of Quezon City that provides cash grants to qualified QC residents that may be used for research, transportation, printing, publication, books and instructional materials that may assist them in their further studies.
h. Ordinance No. SP-3183, S-2023 or the Quezon City Government Internship Program Ordinance provides employment opportunities to young workers through a paid internship with the city local government.
i. Ordinance No. SP-3195, S-2023 or the SPES-OSY Ordinance of Quezon City provided temporary employment to poor but deserving students, out of school youth, and dependents of displaced workers to augment their family’s income and help them continue their education
j. Ordinance No. SP-3175, S-2022, An Ordinance Requiring All Mobile Food Carts and Ambulant Food Vendors in Quezon City to Secure a Health and Sanitary Clearance and Providing Penalties Therefor institutionalized the requirement of a health and sanitary clearance for all mobile and ambulant food vendors in Quezon City to empower our legitimate street vendors by helping them become a trustworthy and safe food industry;
k. Ordinance No. SP-3191, S-2023 amended the qualifications to avail of the Pangkabuhayang QC Assistance Program to ensure that all recipients are capacitated to put up and manage their micro, small, and medium businesses
l. Ordinance No. SP-3151, S-2022 provided for the extended schedule for the payment of business taxes, fees, and charges not just for the year 2023 but also for the years 2024 and 2025.
m. Ordinance No. SP-3157, S-2022, or the GAD Council Office Ordinance that establishes their office with 31 regular plantilla n. Ordinance No. SP-3201, S-2023, creates a section under the QC-PESO specifically for the child labor prevention and elimination program of the city;
o. Ordinance No. SP-3207, S-2023, creates the Health Promotion Unit under the QC Health Department for the implementation of our health promotion policies;
p. Ordinance No. SP-3162, S-2022, or An Ordinance Establishing the Quezon City Youth Development Council Executive Board and For Other Purposes created the Executive Board of the Youth Development Council to help its members formulate policies for the youth;
q. Ordinance No. SP-3213, S-2023, incentivizes private entities that donate their useful assets to the city government by issuing a tax credit certificate in their favor that they may use to apply for the payment of business taxes
r. Ordinance No. SP-3208, S-2023, or the Paleng-QR PH Program in Quezon City enjoins all stores and business establishments, including public market vendors and tricycle drivers to provide for a digital mode of payment for the convenience of consumers
s. Ordinance No. SP-3211, S-2023, or the Mandatory Showing of CCTV Footage Ordinance of Quezon City mandates establishments to give access to the cctv footages within five hours from report of a crime to help the law enforcement officers identify and pursue escaping criminals;
t. Ordinance No. SP-3186, S-2023, or the Anti-Bomb Scare Ordinance prohibits making bomb threats or disseminating false information about it to address the recent cases of bomb threats in schools that disrupts classes and other various peaceful activities;
u. Ordinance No. SP-3221, S-2023 or the Quezon City Right to Care Ordinance ensures equality and equity among all gender in all our health care providers within our jurisdiction;
v. Ordinance No. SP-3161, S-2022 or the Barangay Employees Health and Risk Benefits Ordinance of Quezon City allows barangays to procure pension and insurance plans and avail the Philippine Red Cross Membership Program for their employees, including but not limited to the lupon tagapamayapa, barangay tanods, barangay health workers, street sweepers and other employees of the barangay;
w. Ordinance No. SP-3178, S-2023, or the BPSO Incentive Ordinance for 2023-2025 provides for a monthly allowance of Five Hundred Pesos (Php500.00) for the regular public safety officers of the 142 barangays from 2023 until 2025;
x. Ordinance No. SP-3202, S-2023 gives authority to the punong barangays to monitor, prevent, and apprehend any act of hoarding or smuggling of any basic necessities or prime commodities
y. Ordinance No. SP-3167, S-2023 or the Barangay Mandatory Participation in the Disaster Risk Seminar in Quezon City mandates the conduct of Disaster Risk Seminar and participation of the concerned barangay personnel involved in rescue operations and disaster preparedness;
z. Ordinance No. SP-3166, S-2022 or the Campaign Materials Clean-Up Ordinance mandates all election candidates, including barangay elections, to clean up all their campaign waste to preserve the cleanliness of the city;
aa. Ordinance No. SP-3241, S-2023 or the Anti-OSAEC Ordinance provides for penalties and measures for protecting children from the dangers online abuse and sexual exploitation;
bb. Ordinance No. SP-3224, S-2023 or the Barangay Nutrition Scholars Ordinance of Quezon City strengthens the Barangay Nutrition Program by providing for at least one Barangay Nutrition Scholar for each barangay, including benefits and incentives to help improve their services in implementing the QC Nutrition Action Plan;
cc. Ordinance No. SP-3254, S-2024 or the Calorie Labeling Ordinance of Quezon City aims to help consumers make informed healthier choices by requiring food businesses to display calorie count in their menus and make other nutrition information available;
dd. Ordinance No. SP-3276, S-2024 or the Healthcare and Insurance Program for Officials and Employees recognizes the role and contribution of the QC Government workforce and provides assistance to them through health maintenance and life insurance;
ee. Ordinance No. SP-3286 , S-2024 or An Ordinance Establishing Klinika Eastwood as a Comprehensive Sexual Health Care Clinic established a comprehensive sexual health care clinic which serves as a diagnostic, treatment, and referral facility for patients with sexually transmitted diseases;
ff. Ordinance No. SP-3285, S-2024 or the Quezon City Integrated Cancer Control Ordinance (QCICCO) help prevent cancer and improve cancer survivorship among Quezon City citizens by adopting an integrated and comprehensive approach towards cancer control;
gg. Ordinance No. SP-3236, S-2023, amends and designates an earlier ordinance as the Quezon City Workers Hiring for Infrastructure Projects Ordinance, ensuring the implementation of the minimum requirement that 50% of the unskilled and 30% of skilled workers in infrastructure projects in the City are actual residents of the City;
hh. Ordinance No. SP-3279, S-2024 or the Quezon City Barangay Reading Center Ordinance provides for the establishment of reading centers in the 142 barangays of Quezon City;
ii. Ordinance No. SP-3248, S-2023, Expanding the Mandate For Child Protection Policies To All Schools and Workplaces In Quezon City amended an earlier ordinance by expanding the mandate for child protection policies in all schools and workplaces in Quezon City, setting the standards of conduct and behavior for public officials, employees, and educational institutions for promotion and protection of the rights of children;
jj. Ordinance No. SP-3283, S-2024 or The Expanded Scholarship Code of Quezon City widened the scholarship program categories provided for by the Quezon City Government in order to cater to more scholarship beneficiaries, and additionally established a simplified scholarship process;
kk. Ordinance No. SP-3299, S-2024 or the Expanded Solo Parents Welfare Ordinance of Quezon City granted additional benefits to solo parents in keeping with national standards;
ll. Ordinance No. SP-3234, S-2023 or the Free Initial Rate Parking Fee for Persons with Disabilities (PWDs) in Quezon City Ordinance exempts all PWDs in Quezon City from paying initial rates in City Government-owned public parking facilities;
mm. Ordinance No. SP-3164, S-2022 or the Grant of Assistive Devices for Qualified Recipients Ordinance institutionalized the mandate of the QC Persons with Disability Affairs Office (QC-PDAO) to provide assistive devices to persons with hearing, physical and visual disability;
nn. Ordinance No. SP-3154, S-2022 or the Quezon City Health Profession Students’ Affiliation and Training Ordinance provides for the procedures and guidelines regarding the affiliation and training of health profession students in city-owned hospitals and in Kabahagi Center for Children with Disabilities;
oo. Ordinance No. SP-3272, S-2023 or the Quezon City Nano-Enterprises Registration Ordinance of 2024 sets forth the guidelines and standards for the registration of Nano-Enterprises in Quezon City, and provides for the fiscal and non-fiscal incentives to the same;
pp. Ordinance No. SP-3274, S-2024 or the Quezon City Outstanding Market Award to Exemplary Private Markets Ordinance allows for the conferment of the Quezon City Outstanding Market Award as a recognition of exemplary operations that substantially contribute in making Quezon City an ideal place to conduct business in;
qq. Ordinance No. SP-3287, S-2024 or the Quezon City Capital Assistance Program for the Disadvantaged Sector provided capital assistance namely “Small Income Generating Assistance (SIGA)” project and “Sikap at Galing Pangkabuhayan (SiGaP) project” to all qualified beneficiaries to strengthen and intensify the programs that aim to boost the local economy of Quezon City and to alleviate poverty;
rr. Ordinance No. SP 3235, S-2023 or the Social Reintegration Program Ordinance establishes a comprehensive program to address the problems faced by those who were released from penal institutions, and drug treatment and rehabilitation centers, including the provision of skills and livelihood training and other assistance, as a measure of crime prevention;
ss. Ordinance No. SP-3281, S-2024 or the Bayanihang QC Ordinance provides for a policy framework on volunteerism and institutionalized a mechanism to strengthen the role of the Philippine National Volunteer Service Coordinating Agency (PNVSCA) in Quezon City;
tt. Ordinance No. SP-3239, S-2023, or the Expanded Benefits of Pantawid Pamilyang Pilipino Program (4Ps) Beneficiaries Ordinance of Quezon City imposed upon the QC Government additional obligation to expand on the nationally mandated benefits as regards Social Services, Education, Employment, Health, Entrepreneurial, and other
interventions as needed, based on the assessment of QC-Local Advisory Council;
uu. Ordinance No. SP-3348, S-2024 or the Quezon Literacy Coordinating Council Ordinance established the Council that acts as theinter-agency advisory and coordinating body of the City Government in its implementation of literacy programs at the local level, to synchronize and strengthen policies and efforts towards the universalization of literacy;
vv. Ordinance No. SP-3300, S-2024 or the Micro, Small Enterprise and Cooperative (MSEC) Scale-Up Program Ordinance institutionalizes the provision of financial grants to registered small enterprises and cooperatives that can help them access new and diversified markets, aimed at boosting the local economy of QC;
ww. Ordinance No. SP-3315, S-2024, An Ordinance Ensuring Comprehensive Protection And Dignity For Cancer Patients And Survivors: Safeguarding Against Bullying And Harassment, upholds the rights and dignity of all individuals regardless of their health status, promoting respect and fair treatment within the community;
xx. Ordinance No. SP-3145, S-2022 institutionalized various healthcare packages in our 89 health centers and in our 3 city government hospitals
yy. Ordinance No. SP-3192, S-2023, or the Free Maternal and Child Kit Ordinance of Quezon City mandates the giving of maternity and child kits to expectant mothers
zz. Ordinance No. SP-3146, S-2022 or the Free Postnatal Supplements for Breastfeeding QCitizen Mothers Ordinance of 2022 mandates the giving of free postnatal supplements to breastfeeding mothers to ensure that babies will get the nutrition they need
aaa. Ordinance No. SP-2874, S-2019, or An Ordinance Prescribing for a Standard Medical Assistance in the Amount of Five Thousand Pesos (Php5,000) But Not to Exceed Ten Thousand Pesos (Php10,000) for Indigent Residents of Quezon City to be taken from any Available Funds of the City, which provides for increased medical assistance to indigents residents and established a system that drastically reduces the processing time in giving of medical assistance;
bbb. Ordinance No. SP-2873, S-2019 or An Ordinance Increasing the Financial Assistance for “Early Recovery” of Families Left Homeless in Fire-Razed Communities Within the Territorial Jurisdiction of Quezon City which increased the assistance provided by the City from PhP 2,000 to Php 5,000 for house renters and from PhP 5,000 to PhP 10,000 to owners;
ccc. Ordinance No. SP-2865, S-2019 or The Free Mortuary Services Ordinance of 2019, provides for free mortuary services for indigent families by city-accredited funeral homes;
ddd. Ordinance No. SP-2868, S-2019 amends the Environment Code of Quezon City and provided a mechanism for the utilization of the Green Fund from the Plastic Recovery System Fee and imposes a total ban on the distribution of plastic bags and of brown bags 2 years thereafter;
eee. Ordinance No. SP2863, S-2019 or The Quezon City Freedom of Information Ordinance of 2019 provides for a local mechanism for its offices where the people’s right to government information is respected and upheld;
fff. Ordinance No. SP-2876, S-2019 or An Ordinance Prohibiting the Distribution and/or Use of Single-Use Plastics/Disposable Materials Including Cutlery for Dine-In Purposes in
All Hotels and Restaurants in Quezon City prohibiting the use and distribution of single-use plastics and other disposable materials for dine-in purposes;
ggg. Ordinance No. SP-2869, S-2019, or the Solo Parents Affairs Office Ordinance of Quezon City aimed to institute a viable body to represent and advocate for solo parents, capable of ensuring the execution of the laws and ordinances in favor of solo parents;
hhh. Ordinance No. SP-2872, S-2019 created the City Real Estate Management and Control Office or CREMCO in order to properly utilize the city’s real properties, which requires careful and sensitive evaluation and inventory of all properties owned by the City Government;
iii. Ordinance No. SP-2891, S-2019, or An Ordinance Amending Section 188 of Ordinance No. SP-2349, S-2014 Providing for Uniform Hospital Rates and Charges, for the Quezon City General Hospital (QCGH), Novaliches District Hospital (NDH), and Quezon City Health Department (QCHD) and to Adopt the same in Rosario Maclang Bautista General Hospital (RMBGH) that provides for uniform rates in all city hospitals to avoid confusion and promote transparency;
jjj. Ordinance No. SP-2917, S-2020, or An Ordinance Providing for the Quezon City Sports and Recreation Management Code that creates an office intended to focus on the sports programs of the City Government;
kkk. Ordinance No. SP-2972, S-2020 which amended Ordinance No. SP-91, S-1993, or the Quezon City Revenue Code of 1993, by granting idle tax exception to land owners who devote and promote maximum utilization of their idle lands through productive urban agriculture, resulting to agricultural produce for personal or public consumption;
lll. Ordinance No. S-2988, S-2020, or the QC Safe Cycling and Active Transport Ordinance of 2020 which promotes the use of active transport and redesigned local roads as cycling lanes and walking paths while ensuring that intersections are safe to cross and change directions at-grade without use of any other infrastructure. It also created the Quezon City Bicycle and Active Transport Section under the Department of Public Order and Safety – Green Transport Office which are tasked to develop an incentivization scheme for the promotion of active transport, establish a cyclist and active transport users database that will be used to improve the program of the city, identify and establish cycling lane network and walking paths, and the regular conduct of research including the walkability and bikeability study on the city.
mmm. Ordinance No. SP-2999, S-2021, Quezon City Anti-Trafficking in Persons Ordinance of 2020 localizing Republic Act No. 9208, as amended by Republic Act No. 10364 Or the "Expanded Anti-Trafficking In Persons Act Of 2012"; and creating the Quezon City Council on Anti-Trafficking, including its composition, duties and functions. It also created the technical working group, a joint task force, an office under the Office of the City Mayor, and a shelter for victims of trafficking in Quezon City.
nnn. Ordinance No. SP-3000, S-2021, Quezon City District Action Office Ordinance created mini city halls, with an organizational structure and clear duties and functions per district, bringing major customized services nearer to our constituents for a more active, efficient, equitable, coordinated government machinery at the ground level;
ooo. Ordinance No. SP-3002, S-2021, An Ordinance Institutionalizing A Comprehensive Program For Persons Deprived Of Liberty (PDLs) At The Quezon City Jail Female Dormitory, Providing Funds Therefor, And For Other Purposes recognized the rights of every woman deprived of liberty and established a program that will give access to health care, drug use and rehabilitation, education, livelihood, and reintegration programs intended to help all those detained at the Quezon City Jail Female Dormitory;
ppp. Ordinance No. SP-3016, S-2021, An Ordinance Adopting A Rental Housing For Qualified Beneficiaries Of Quezon City Socialized Housing Projects, provided greater housing opportunities to Quezon City residents by creating a rental housing scheme for qualified beneficiaries who are identified as those underprivileged, homeless, and informal settler families who cannot afford to purchase socialized housing without falling into a housing stress. It also created a Beneficiary Selection and Arbitration Committee, a Rental Housing Trust Fund, and designated the starting monthly rent as Eight Hundred Pesos (Php800.00);
qqq. Ordinance No. SP-3019, S-2021 An Ordinance Mandating The Use Of The Kyusipass Contract Tracing Method Through Safepass For All Residents And Non-Residents, And Establishments Within The City, Whether Public Or Private And Providing Penalties For Violation Thereof that provided for a contactless and easier contact tracing method integrated with the Quezon City Contact Tracing and Incident Management System and mandates the use of a QR Code for entry to all establishments in Quezon City, including events such as bazaars, weekend markets, outdoor fairs and similar activities;
rrr. Ordinance No.SP-3176, S-2023 mandated the establishment of at least one super health center in every district of Quezon City, making health services more accessible to everyone;
sss. Ordinance No. SP-3214, S-2023 or the Anti-Child Labor Ordinance of Quezon City ensured that the rights of a child are protected against child labor and that the restrictions of child work are respected;
ttt. Ordinance No. SP-3197, S-2023 or the QC-BRO Ordinance, ensured that the right of a child to identity will be protected by mandating all hospitals, lying-in clinics, maternity clinics to use the Quezon City Birth Registration Online;
uuu. Ordinance No. SP-3158, S-2022 or the Quezon City Mental Health Code of 2022 strengthened the commitment of the city government to protect and promote the rights of all persons, including those with mental health needs;
vvv. Ordinance No. SP-3153, S-2022 or the Quezon City Emergency Employment Program or the QC-EEP provided for emergency employment for displaced workers
during an economic crisis;
www. Ordinance No. SP-3182, S-2023 or the Learning Recovery Trust Fund Ordinance created a trust fund with a dedicated management team that is intended to fund priority learning recovery programs of Quezon City;

cccc. Ordinance No. SP-3221, S-2023 or the Quezon City Right to Care Ordinance that ensures equality and equity among all genders in all our health care providers within our jurisdiction;
dddd. Ordinance No. SP-3161, S-2022 allowed barangays to procure pension and insurance plans and avail the Philippine Red Cross Membership Program for their employees, including but not limited to the lupon tagapamayapa, barangay tanods, barangay health workers, street sweepers and other employees of the barangay;

gggg. Ordinance No. SP-3188, S-2023 or the 2023 Ordinance on the Quezon City Seal of Good Housekeeping incentivized excellence in public service and recognized the
initiatives of our barangays to promote the projects and programs of our city and our national government;
hhhh. Ordinance No. SP-2949, S-2020, or the Pandemic and Public Health Emergency Preparedness Ordinance created a coordinating body and an inter-agency plan that will serve as the framework for public health emergencies that Quezon City may face in the future.

c) Livelihood Trainings and Seminars, in coordination with the barangay officials, TESDA, SSDD, and private companies for: Candle making, Soap and Fabric conditioner making, perfume making, meat processing (Longanisa, Siomai & Embutido making), Fashion Jewelry making, dishwashing liquid making, E-loading business, Training & Distribution of manicure & pedicure sets, Stuff toy making, Online classes for call center trainings, and other TESDA trainings
